According to a report published May 20 by River, efforts to become a global hub for Bitcoin (BTC) and the broader digital asset ecosystem could serve as the basis for a new phase of domestic economic growth.
“America Report 2025argued that the United States is in a unique position to profit from the institutionalization of the entire financial, energy and technology sector of Bitcoin.

Institutional maturation
River outlined that US companies have launched funds (ETFs) traded on multiple spot Bitcoin exchanges by key asset managers, and developed the world’s most mature Bitcoin financial infrastructure, thanks to the widespread adoption of facility-grade custody services and the increased use of Bitcoin in corporate traises.
The report noted an increase in participation by pension funds, RIAs and Fortune 500 companies as evidence of Bitcoin’s continued assimilation into the legacy financial system.
River estimates that US-based companies account for more than 75% of global spot Bitcoin ETF assets under management in early 2025. Coinbase Custody, which owns multiple ETF assets, holds custody of over 900,000 BTC on behalf of the agency.
Beyond institutional flows, the river highlighted the sociocultural aspects of the Bitcoin shift. The report referenced the migration of private wealth to Bitcoin-friendly jurisdictions within the United States, including Florida and Tennessee. These jurisdictions offer tax incentives and favorable policies, which appeal to a wealth of individuals.
Additionally, several publicly listed Bitcoin mining companies in the US are also pushing for domestic capacity expansion. The report states that more than 38% of the total hashrate of the Bitcoin network comes from the US, almost twice the share of the next major country.
This concentration of computing power provides structural advantages for the US in Bitcoin’s governance and security model. It also creates a new form of demand-side grid flexibility, as miners act as responsive consumers that stabilize local power grids.
Strategic Policy Trends and Social Integration
The report highlighted that framing Bitcoin as a gold-like strategic reserve asset could be central to future US economic policies.
Additionally, the report stated that the situation in the United States is. Passing the Bitcoin Support Law User custody, mining, and legal protection. These laws create “Bitcoin corridors” that attract capital and technical talent.
Bitcoin is particularly attractive to younger generations and small business owners who are concerned about the decline of the dollar and risk of inflation. It functions as a financially sovereign car.
River characterized this demographic movement as a “bottom-up complement” to top-down institutional adoption.
The report also states that Bitcoin integration across institutions, industry and individual levels is a strategic platform for domestic capital formation.
